This comes three and a half years after 60 Oberlin group Presidents signed a letter in support of FRPAA (Federal Research Public Access Act). This policy change has the effect of extending across the federal government policies similar to the NIH Public Access Policy while also requiring agencies to start to address issues related to access to scientific data.
This represents the culmination of years of effort and advocacy with the executive branch. While many, many people worked on this, SPARC (Heather Joseph in particular) deserves great credit for leading the charge. It comes on the heals of the introduction of FASTR (Fair Access to Science and Technology Research). If passed, that bill would make broad federal public access federal law – rather than just being an administrative directive.
